A Connecticut couple was arrested for punishing a 9-year-
old girl by strapping an electric dog collar around the
child's throat and forcing her to bark until she was zapped.
Eduardo Montanez, 43, placed the PetSafe bark collar on
the little girl inside their Danbury home last week after she
came home from school with a disappointing progress
report, police said.
The man's 34-year-old wife, Paula, witnessed the abuse —
but police said she did nothing to intervene, NBC News
reported.
It was not immediately clear if the couple is the child's
biological parents, but neighbors were outraged.
"You have to discipline your kids and keep them in line,
but you don't need to put a shock collar on them," a
neighbor, Desiree Gesualdi, told WFSB-TV. "That's
disgusting. You don't do that to your kids or anybody."
The girl reported the abuse to a teacher, who alerted
officials with the state's Department of Children and
Families, cops said.
The victim told police that she was only shocked once by
the dog collar, but marks on her neck suggested that it
happened more frequently, the news station reported.
The little girl did say, however, that she had been beaten
several times.
After a five-day investigation, authorities cuffed the
couple on Tuesday.
Eduardo Montanez was charged with several charges that
include assault, risk of injury to a minor and cruelty to a
person. He was ordered held in lieu of $250,000 bond.
His wife faces charges that include risk of injury to a
minor and conspiracy to commit cruelty to a person. She
was ordered held in lieu of $200,000 bond.
Both are scheduled to appear in court Wednesday.
